the source code of pam_ssh_agent_auth is licensed under GPLv3 or later version license but it links to OpenSSL library which is incompatible with GPL. Either pam_ssh_agent_auth code should be relicenced to the BSD license which is the license of many source files which were taken from OpenSSH sources or it could be relicensed to GPLv3 with explicit exception which allows it to link with OpenSSL.
