#24 Changelog is not updated for 0.10.3

It apears that the changelog(s) in 0.10.3.tar.bz2 are not updated. This causes the Debian package filename to be pam-ssh-agent-auth_0.10.2-1_amd64.deb for example.

Also, the debian/changelog file contains an error: the maintainer line is badly formatted. There should be two spaces between the email address and the date.
