#65 Local time for file folders

PAMGuard file times will remain in GMT. However, when working far from the GMT time zone and storing binary files and recordings in dated sub folders, each £days" work tends to get split between two folders if a day in local time spans midnight in the UK e.g. on the US West coast. This makes backing up somewhat confusing and can lead to errors. Suggest an option that allows users to set the time at which they want folders to roll over - leave the actual files in UTC, but get one data folder per day.
