#1 pre-flight image decode

i would like to be able to discover whether a file can
be decoded before actually doing so, without the time
penalty of loading an image. my code structure is such
that i need to skip calls that will do the real decodes
(at various sizes and qualities) if they are going to
fail. it would be especially good if i could get the
applicable decoder from PLAnyPicDecoder to save for
later use.
