#24 Selection rectangle is off by one on the right and bottom

The rectangular selection tool is off by one pixel on the right and bottom sides. This is especially annoying when I'm zoomed in at 800% editing an icon. When I drag a selection rectangle, I want to start dragging on the pixel at one corner, and drag to the pixel at the other corner. I do not want to have to drag to the pixel one up and to the left of the corner, which is what I currently have to do. The rectangular drawing tool doesn't seem to have this problem.
