No it is not against the rules of planetarion. As far as I have found there are no specific rules. It is however in breach of the terms and conditions (item 8). As yet however I do not believe that the PA crew have a method of detection for this program and would therefore have difficulty in terminating anyone's account for using it.
One of the reasons for going open source with this project was to ensure that everyone has the potential to gain the same advantage from the application so in the spirit of the game I believe it improves the gameplay.
