#13 Open File should be a command

Open File should be a command, otherwise it can't be assigned a binding in the proper way.

Perhaps even more general concern is removing the dependency on org.eclipse.ui.ide and creating a net.sf.padclipse.(ui.)ide bundle to replace it. However, that should be tracked in another issue.
