#23 codecs.conf is overwritten every time pacpl is installed

Whenever pacpl is reinstalled, all files under <prefix>/etc/pacpl are overwritten, so that if any config is changed in etc/pacpl/pacpl.conf, it's lost when pacpl is reinstalled.

It would be interesting to either avoid overwriting it if it has been changed, or else allow to store the configuration files under ~/.config/pacpl, for instance, which would be the standard way of doing this.

    The default configuration file is obviously /etc/pacpl/pacpl.conf; However it can also be read from .pacplrc or a simply pacpl.conf in your home directory. I would save your custom configuration file to .pacplrc for now and when upgrading replace /etc/pacpl/pacpl.conf with your custom config.
