make did not succeed on Fedora core 3
(on RH 9 it went fine).
I started this thread to ask for help but continued working as I posted. Now I think I have the solution. Hope it helps someone:
Some packages do not install intuitively via the GUI

I checked if packages were installed with
rpm -q <package>
You do not need the version in the package name to see if it is installed
rpm -q gtk+
rpm -q gtk+-devel
I found the packages below on the CDs under the RPMS directory and installed those that were not on my system. packETH then compiled just fine.
(this one might be overkill)
(I think the rest of these were already installed)
If someone could check me to trim this list down to actual minimum requirements, I'm sure it would help others.
Thanks for the comment. I didn't yet try it on Fedora 3, thus I don't have any expirience with it. I hope to find some time in the near future to post an updated release and solve this kind of questions as well.
I ended up reloading fedora core 3 (Custom load with development and library packages). When complete, I had all above except gtk+-devel and glib-devel installed. packETH make did not succeed. I loaded these 2 and packETH installed fine. The 2 devel packages are in the ...fedora/RPM directory on disc 4 from the downloadable ISO CD installation discs.
