Does Linux 7za have a command line option to restore user IDs and group IDs (e.g. unzip -X)? If so, what is it? If not, this would be a very nice feature.

I did not known that the zip format can store UID or GUID !
The 7z Format is maintained by Igor Pavlov.
Igor Pavlov develops for Windows and does not support "Windows UID/GID"
nor "Unix UID/GUID".

Yes, it would be.
But I think that Igor Pavlov does not want to add this feature
in the (near) future.
For Unix, do as usual : "tar + gz" or "tar + bzip2 or "tar + 7z" :
- tar cf - dir | 7za a -si archive.7z
- 7za x -so archive.7z | tar xf -
But why you need TAR? TAre it's used for gzip and bzip, 'coz can't handle multiple archives.
If you do:
7za a -mx namefile namedirectory/* it's easy.
7za x namefile packed.
