I don't understand how you can provide a wrong password to create a 7z archive.

Do you want to update an archive with a wrong password ?

Please, can you provide the list of p7zip command you use to have the problem ?
Of course, you can change your passwords with "foo" then "bar" ...

Sorry, my message was ambiguously worded. I wrote about creating files when you extract them from password protected archive. When you trying to extract files but supplying wrong password p7zip creates empty files.

p7zip creates the directories and empty files because your archive header was not encrypted. If you create your archieves with -mhe=on p7zip encrypts the archive header which also means p7zip can't create anymore directories/empty files if you provide a wrong password on extraction.
