P4Spam: Perforce change review daemon / News: Recent posts

This is a mostly bugfix and cleanup release, thanks to all contributes and testers!.

ChangeLog since RC-1:
* Fixed default HTML to look correctly in Outlook 2007.
* Parse 'purged' files correctly.
* Fixed subject mangling in Outlook.
* Make perforce marshaling of commands overridbale.
* Fixed operation on win32.
* Make 'from' field configurable.

I've thrown together the change review daemon that I've been using for the past few weeks, which spits out HTML-styled email and supports subscriptions (other than user reviews), among other features.
