#51 Need install instructions

I am trying to install the perforce eclipse plugin. I
have not been able to connect thru the Eclipse software
update so I did download the
net.sourceforge.perforce.api.win32_0.6.2.jar file. How
can I install perfroce plugin with this jar file?

I have not been able to access the homepage. When I try
