#125 Need better 'disconnected' support

I'm working on a project while away from the office so
don't haven connectivity to the perforce server.

I noticed in the Eclipse .log that every 21-seconds
there is a WSATIMEDOUT error attempting to connect to
the perforc server.

I'm not sure why it is polling that often, it makese no
sense to keep retrying when it is likely that the
server is entirely unavailable.

It seems like the p4eclipse client should go into some
form of 'passive' mode once it determines it can't talk
to the server and maybe only try again the next time
the user tries an explicit Team action against the
perforce server.
