#131 Support for C++Builder 10.2 Tokyo Starter Edition

Explicit support in OWLMaker for the free C++Builder Starter Edition would be nice. While the "RAD Studio/C++Builder" toolset can be used for the Starter Edition, the latter only supports 32-bit, and this is not currently reflected in the OWLMaker options. Also, the Starter Edition has a bug causing the Clang-based toolset to fail to build (see "OWLNext build fails with C++Builder Starter Edition" [bugs:#405]). It would be nice if OWLMaker circumvented this issue automatically.
