I use a small development tool that generates OWL code for Borland C++ 5. Will that code still work with the newest OWLNext framework and a newer C++ compiler ?

I would think so. While OWLNext and especially later versions may require some changes (see Upgrading from OWL), we still have long-term support for older versions that are pretty much OWL 5 compatible.
