#170 look into creating an msi installer for ovaldi using WiX

We should look into creating an msi installer for ovaldi using WiX (http://wixtoolset.org/). In doing so, we could also have the msi installer install a SWID for OVALDI.

    Created a 32-bit and 64- bit installer. This is a straight install to the appropiate 'Program Files' folder.

    Both installers include executable files, licenses, readme filse, supporting DLLs and xml folder (with all xds and xls files). Basically everthing from the 5.10.1.4 release.

    The 32 - bit install works in either a 32 or 64 bit OS. While the 64 bit version appears to work only in the 64 bit OS. Will confirm with further testing on a 32 bit.

    Next: Check and install .NET
    We may consider creating a shortcut on the desktop and in the Start Menu.

    Request in addition to add the following:
    -SWID tag Package footprint feature be included in the ovaldi SWID tag.
    -SWID tag Digital Signature feature (element be included in the OVALDI SWID tag.
