For the dpkginfo_test, it looks like the epoch is just hard-coded to be "0". We should be trying to retrieve the actual epoch of the dpkg.

It also looks like it is just using "0" in the epoch entity. In the epoch entity, if no epoch is specified it says to use "(none)". This needs to be updated.

Lastly, if there is no epoch specified, we should make sure OVALDI represents this as "0" in the evr entity.
