#233 ovaldi results in a-time being changed

OVALDI results in a file's a-time being changed. An OVAL interpreter should not change the state of the system. Is there a way that we can get file information without modifying this time?

This also has the side-effect that if you collect the same file using different objects, you will get two different items because their a-time will differ.
