#11 Theme file inclusion error on not found

A global error catch occurs when a part of the theme
cannot be found. The theme loader (ouPageCommon)
should check for existance of theme files first:

Possible situations:
* specified theme does not exist = load default theme
* default theme does not exist = load a barebones
(hardcoded) theme

the latter option requires some really basic HTML to be
hardcoded into the theme loader.
