Many user use additionally several protocol jabber accounts. For example TorChat. In TorChat accounts should be able to turn off OTR. This function should not be limited only to the friends in the buddy list.

pidgin-otr already has this functionality. If you're reporting a problem with TorChat in particular, you should contact them. We are not the authors of TorChat.
