#5 reopen otl_stream without closing is exhasting cursor

When I've forggoten close otl_stream before I've reused
it by open application didn't throw an exception, but.

If this part of code was repeated about 500times,
oracle is allways throwing exception ORA-01000
(maximum open cursors exceeded).

I'm using otl 4.0.133, with OTL_ORA9I.
