I'm not really sure on the gdal configuration.  Your best bet would be to
ping their list on how to enable j2k support.

Are you sure it's j2k. You should be able to do a dump of tags and look for
"nitf.image0.IC:  C8".
IC == image compression:

ossim-info -d your.ntf
