Hmmm, That's a question for Garrett how he interprets "relativeToGround". There's height above ellipsiod which most models use in ossim and height above msl. So if your elevation value is interpreted as height above ellipsoid and it's really height above msl, if you "geoid_offset + elevpost" is > 0 than a point at 0 will be underground.
