#1 Add mitigation discount field to Land cover change dialog

In the "Add attributes: Land cover change (polygons)" dialog, add a new field after Land cover class, "Mitigation discount" where the user can enter a number from 0 to 100 (default = 0). This field should only be active when the land cover class is natural (>= 36), and grayed out otherwise. This second value would be passed to the back end the same way that other two-valued features (such as culverts/bridges) as passed.
