OSRA installer should be able to detect the presence of Biovia Draw and offer to install plugin automatically. If that does not happen for some reason you can download the plugin manually here: https://sourceforge.net/projects/osra/files/plugins/accelrys_draw/
and unpack it into
$PROGRAMFILES\BIOVIA\AddIns
or wherever Biovia Draw is installed.
