#49 Move player settings to IPlayer

Server and client changes needed.

1. Move "hotkey" settings to IPlayer from Config
2. Move player colors settings to IPlayer from Config

Use a common config section in IPlayer. This system must be able to load data from client config.ini when it is first set up, and intelligently so that if players use a single client for multiple accounts, they don't lose data.

Hotkey is needed to be moved to support multiple accounts on one client.

Both Hotkey and Colors are needed to be moved to support multiple computers using one account.
