#46 Ship Design - Set Ship Icon

Provide a ship icon selection in ship construction dialog. This must be recorded on server so it is set regardless of client login and associated with the ship class.

Add a series of ship icons for all size class, both civilian and military.

Add "Icon Construction" method to AddTaskDlg

Add ship icon view to StarSystemDlg plant views

Add "view fleet" dialog that shows icons for each ship design + overlay of the number of ships of each class.

Allow reuse of icons, but have alert saying, "In use. Continue?" effectively.

This is a low priority, long term project. I'm assigning it to myself.
