Twin Laser 3-1 is chosen over Sweep Maser 4-3.
The believed cause of this bug is that the Twin Laser is not rounding down the damage before averaging the potential firepower. Therefore Twin Laser 3-1 is saying it averages 3.75 damage rather than 3.5 damage, as it should.
Check to confirm this is the cause before fixing.
