On deteriorating EN and BIO, problems reports stockpile as reserve-minimum.

This is confusing as this is the only dialog that reports the data this way.

Suggested change:
"Energy decreasing - last turn change -%d, surplus %d (total reserve %d)"

By adding total reserve, people can make more sense of it.
