#9 Resuming any process phase

The tool already has a rudimentary support for resuming after an interrupt by specifying the number of lines to be skipped. Of course that is only the start and a better way of keeping track of the process status is needed. The status column was added in revision 65, but it's not used much yet. The system needs to be developed to make full use of the status field and to be able to continue the process from where it left when interrupted. This includes interrupts during: 1) initial import of the OSM primitives, 2) map feature recognition, 3) routing topology generation, 4) segmented bounds processing, and any other phases that may be added later.
