New release bundle for MSPGCC for CC430

* Define __cc430x613x, __cc430x513x, __cc430x612x per TI headers to control feature selection
* Add __MSP430_HAS_foo__ defines to match TI headers
* Add REF, RTC, LCD_B, ADC12plus, COMP_B modules
* Add script to help generate header files from portions of TI headers
* Correct problem with 20-bit declarations on MSP430X2
* Add alternative DMA include file <msp430/dmax.h> for module-based systems
