Get NaturalDocs working on Makefiles. Take the path of
least resistance, even if this is a sodding hack like
making a temporary copy of the Makefile with a silly
extension, running NaturalDocs, and removing the temp copy.

Looks like the way to go will be creating a new Makefile
language for NaturalDocs that groks # comments, and treats
Macro: and Target: specially.
