[oscill8-info] CVode update in v1.9.22

All,

There was a rather serious bug in CVODE (derived from SUNDIALS v2.2.0) 
which caused (sometimes terrible) inaccuracies in integration, 
especially in models with discrete events. This has been patched pending 
an official fix from the developers of CVODE; things should been in 
order and (assuming I diagnosed the bug correctly) identical to any 
final fixes from LLNL.

Those who are currently relying on results from Oscill8 should update as 
soon as possible.
