Enable integration with MCEDT. This would allow real-time submission of content from OSCAR to MCEDT.

Integration risks
As a part of this change request, CXF message decryption classed were overridden in order to enable decryption of MTOM attachments.

OSCAR will not be able to complete the online submissions to MCEDT
