Add launch link for the shared provider dashboard (OntarioMD sponsored)
OscarJob to send aggregate data

1) property to enable it for the provider
2) 'shared' properties (inc mappings) to indicatortemplates
3) drill down to support clicking from shared
4) support setting a different providerNo instead of loggedInProvider
5) returns values instead of % when run
