#4477 Billing form service date is not editable

Hi. This was also a problem in oscar 12 but carried over to oscar 15.
Using DEB 460 Oscar 15 - non-bc
When billing form is brought up there is a (presumably) editable field where the service encounter date is autopopulated. One can click in the field but contents can't be changed.
To workaround - need to submit the billing, then go to billing history and edit the submitted billing.
This field needs to be editable so "day after procedure" codes can be properly billed.
