#4475 check for duplicates in new patient goes into endless loop

Preconditions:
1.have a patient on the system

1. create a new patient with same last name, first name, gender, and DOB
2. when you get the message whether you want to continue or not (after it finds the duplicate), click ok.

Expected Result:
form gets submitted, patient gets created

Observed:
same message shoes up repeatedly. only way to get out of it, is to click cancel, and then you havn't submitted the form.
