#4472 cannot edit xml template in OSCAR (report by template)

OSCAR build tag: master
Client browser: Chrome
Client OS: Ubuntu
Preconditions:

1. A report by template xml installed
   2.click the edit xml template link (link below the template name when you click on it.
2. Make a change (or not) and click save.
3. Notice the error message "error parsing template"
   Expected Result:
   That it shows no error, and saves the change

Observed:
It's not saved
