#4468 Cannot create tickler for patient with apostrophe in name

Preconditions:

1. Please provide all information needed before this issue will present
   Patient with apostrophe in name

Steps to reproduce:

1. Please give all steps to reproduce this issue (if there is data
   required to reproduce, please attach that to the issue)
   a) open patient with apostrophe in name
   b) click on ticklers
   c) click on add tickler

Expected Result:
a) the add tickler window opens

Observed:
a) nothing happens

Please attach relevant log entries, screenshots
Other details:
The workaround is to open the add tickler window for another patient, then do a fresh search for the patient with the apostrophe in their name from the add tickler window directly.
