If editing a Summary Item like CPP (ie: social hx, medical hx, ongoing conerns and reminders) that was already entered but entered using the old encounter and no insert position is set the item will not save and error. This errors because insert position is blank if you select a position the item will save.

    fyi this is not related to:

    4338 Patient Summary - Error saving any CPP Item entry
    https://sourceforge.net/p/oscarmcmaster/bugs/4338/

    and is a separate bug.

    Steps to reproduce:

    1. search test patient
    2. select "E"
    3. pick a cpp item like ongoing concerns
    4. make an entry but don't make a selection for insert position
    5. save
    6. got to new ui
    7. search same patient
    8. from the patient summary select the cpp item you saved
    9. make a change but don't change insert position

    Expected result:
    item should save

    Observerd:
    error displays

    Notes:
    you will notice insert position is blank if you make a selection it would work but user dosen't know this so they go back to old encounter to make the entry.
