#4338 Patient Summary - Error saving any CPP Item entry

Unable to save entry for any summary items ie: ongoing concerns, medical histroy, reminders etc.. from the new ui Patient Summary.

Steps to reproduce:

1. login
2. go to new ui and select and patient
3. from that patient go to the summary
4. click on the "+" beside Ongoing Conerns from the left hand side of the summary
5. enter any text and press save

Expected Result:
entry saves and modal closes

Observed:
javascript error "An error occured while trying to save Issuenote"

This error is related to:
4280 OAUTH filter doesn't properly verify signature when query parameters present https://source.oscartools.org:8080/#/c/13554/

I tested builds before and entry saves fine, test build and following builds error occured. I also reverted the change locally and it corrected the problem. I didn't commit the reverted change since I didn't think that Marc would want that.
