#4068 New ui_Clear button functionality on demographic's Consultations

There is an issue observed with filtering ptt's consultations items by selecting Clear button.

Pre-condition: No consultations requests or responses are added for the selected patient.

Steps to replicate:

1. Select consult response or request in ptt's menu bar.
2. Select Clear button.

Expected: Clear button should only provide functinality of clearing all the fields
Observed: When Clear button is selected all Consultations requests/ responses are listed.

Re-tested Master and R15_Beta -> Clear function issue has been resolved.

Observed similar issue when open New Consult Response and close it with no saving.

Pre-condition: Consult Responses are not added to the ptt's record

1. Open patient Consultation Responses in new ui
2. Select New Consult Responses
3. Select Close button
   Expected: Patient Consultation Responses page is returned.
   Observed: Demogtraphics Consult Responses page is launched.
