#4047 Cannot Sign-Off on HRM reports from Preview

Preconditions:
1) Must have an HRM report in your inbox.

Step to Reproduce:
1) Go to the inbox containing the HRM report.
2) Click on the preview button
3) Click on the Sign-Off button which is equivalent to the acknowledge button in documents and labs
4) When you click on the Sign-Off button nothing happens to the report.

Observed Results:
1) You cannot sign-off on HRM reports from the preview mode only when they are done individually
2) Checked the log as well did not indicate any errors.
