#4030 When online HCV is unavailable, user is constantly prompted for confirmation to leave the page

Pre-condition: 1. Online Health Card Validation (HCV) is unavailable

1. Patient's HC type is set to ON-Ontario

Steps to replicate:

1. In new ui open Patient's Details page
2. Enter health card number
3. Select Save button
4. Select any tab to leave the page

Expected: When online Health Card Validation (HCV) is unavailable and there is no any other changes made in Patient's details, user can leave the page with no warnings.
Observed: It's constantly prompting the user to confirm the leave.
