#4018 New UI_Patient Details screen display

In new ui patient details doesn't display properly, it opens with 'saving' screen and doesn't allow to make any changes.

NOTE; Not seeing error in logs locally but we captured error popping up in the tomcat logs occasionally in qa server (not sure if it's related to the issue).

Issue has been resolved in R15_Beta. Unable to replicate in Master at this time.
