#3891 TDIS Routing Issues

Client OS: Win 7

TDIS labs rout based on CPSO number and not billing number. It was observed that TDIS labs don't route correctly due to this.

Preconditions:

1. Have a provider with any billing number and a CPSO number of 12345

Steps to reproduce:

1. Upload the sample lab provided as attachment to this ticket
   2- Following the success upload prompt, load the inbox of provider that has 12345 CPSO number.

Expected Result:
To find that report in their inbox

Observed:
The report will either go to general inbox, or to patient's MRP if patient has an assigned MRP

Re-tested R12_1 and R15_Beta -> issue has been resolved.
