#3878 New UI - Top Nav - Popup has no scrollbar

New UI - Top Nav - Popup has no scrollbar so if when the page is bigger then the specified height you are unable to scroll up or down.

To test simple access the new UI and select the admin link then select any item.

In new ui PHR Patient Registration window has no scroll bars. Unable to reach submit button to register if the providers list is too long.
