#3639 HRM Inbox display

Problem Summary
When new HRM reports are the only items in the INBOX they display in the inbox list repeatedly. When other documents or labs are in the inbox after the HRM reports the display is normal.

Catalina.out shows errors.

Expected Result
HRM reports should display in the inbox only once per report

Actual Result
HRM reports are displayed numerous times.

Steps to Reporduce
upload HRM reports to InBOX.
Clear any other new items in INBOX

Reproduce IN
12_11 Build 448 (fresh install) + Ubuntu 12 LTS (fresh install)
