#3204 Guideline drugs condition includes non current medications

When a doctor prescribes a medication that causes a guideline to pass and based on the guideline warning then discontinues and deletes the medication, the guideline still continues to be fired. This is undersirable. More seriously, in situations involving logic such as "don't take medication X unless also taking medication Y", the alert will not be fired if the patient has ever taken medication Y in the past, even if they are not currently taking that medication.

    I have resolved this problem in my local build and will submit patches (and unit tests of the patches) to org.oscarehr.decisionSupport.model.DSDemographicAccess and oscar.oscarRx.data.RxPrescriptionData after I have tested my solution more thoroughly.
